This page contains information about B’Tselem’s monitoring of cases of Palestinian fatalities in the West Bank handled by the MPIU and the MAG Corps since April 2011, at which point the State Attorney’s Office informed the High Court of Justice of a change to the military’s investigative policy in instances in which Israeli soldiers killed Palestinians in the West Bank: After more than a decade in which such investigations were launched only in cases the MAG considered “exceptional”, an inverse guideline was put into effect so that, as a rule, investigations are launched immediately and as a matter of course. As far as B’Tselem is aware, no investigations were opened in cases occurring after September 2015 in which Palestinians were killed as part of a stabbing incident, an attempted or suspected stabbing incident, with the exception of one case, the killing of 'Abd al-Fatah a-Sharif by Elor Azaria.

The page presents each incident together with a current status report of the investigation, based on official communications conveyed to B’Tselem or information reported in the media.

In 2016, B’Tselem stopped referring complaints regarding harm to Palestinians by security forces to the military law enforcement authorities. This decision was made in view of the ineffectuality of trying to promote justice and protection of human rights through a system whose success is measured by its ability to continue to whitewash offenses. We are therefore unable to publish full monitoring results of cases that occurred after early 2016. We will include cases whose investigation status has been reported in the media or intimated to B’Tselem by other means. Since this information is not exhaustive, it has not been included in the table.

13 July 2011 - Ibrahim 'Omar Muhammad Sarhan

21, of al-Far’ah Refugee Camp, Tubas District. Killed at al-Far’ah Refugee Camp when shot by soldiers conducting an arrest operation. The soldiers, who chanced upon Sarhan on the street, ordered him to stop and shot him when he did not comply. 

Investigation status: A Military Police investigation was opened on 13 July 2011. On 6 February 2013, the MAG Corps informed B’Tselem that the case had been closed without an indictment. On 22 July 2013 B'Tselem appealed the decision to close the case without an indictment. On 5 February 2015, the military prosecutor informed B’Tselem that he had dismissed the appeal against the decision to close the case without an indictment, on the grounds that the shooting soldier’s conduct was not unreasonable given the overall circumstances and his understanding of the situation at the time.

1 August 2011 - Mu'atasem 'Issa 'Othman 'Adwan and ‘Ali Hassan 'Abed Khalifah

‘Adwan, 22, and Khalifah, 25, both residents of Qalandia Refugee Camp, al-Quds District were killed at Qalandia Refugee Camp when shot at by soldiers concluding an arrest operation, as they stood in a group of youths throwing stones at the soldiers.

Investigation status: On 4 August 2011, B’Tselem was informed that a Military Police investigation had been opened. On 6 February 2013 the MAG Corps informed B’Tselem that the case had been returned to the Military Police to complete investigation of additional matters. On 15 July 2015 the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review.

23 September 2011 – ‘Issam Kamal 'Abed Badran

37, of Qusrah, Nablus District. Killed near Qusrah when soldiers fired during clashes between Palestinians and Israeli security forces: villagers threw stones at the soldiers and their response included firing live ammunition. The clashes were a result of settlers entering Palestinian-owned land in the southern part of the village. 

Investigation status: On 24 October 2011 B’Tselem was informed that a Military Police investigation had been launched. On 13 May 2013, the MAG Corps informed B'Tselem that on 5 February 2013 the case had been closed without filing an indictment.

9 December 2011 - Mustafa 'Abd a-Razaq Mustafa a-Tamimi

28, of a-Nabi Saleh, Ramallah District. Wounded on 9 December 2011 during the weekly demonstration at a-Nabi Saleh, when hit in the head by a tear-gas canister while throwing stones at an armored military jeep. Died on 10 December 2011.

Investigation status: On 11 December 2011 B’Tselem was informed that a Military Police investigation had been opened. On 6 February 2013 the MAG Corps informed B’Tselem that the case had been returned to the Military Police to complete investigation of certain additional matters. On 5 December 2013 the MAG Corps informed B’Tselem that the case had been closed because the gunfire that had killed a-Tamimi “was carried out in accordance with the relevant rules and regulations, and did not involve any wrongdoing.”

24 February 2012 - Tal'at 'Abd a-Rahman Ziad Ramyeh

25, of a-Ram, al-Quds District. Killed at the northeast entrance to a-Ram when shot at by soldiers during clashes between soldiers and demonstrators, after he had cast firecrackers at the soldiers.

Investigation status: A Military Police investigation was opened on 24 February 2012. On 6 February 2013, the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review. On 15 July 2015 the MAG Corps informed B’Tselem that the case had been closed already on 4 July 2013 on the grounds that the gunfire that killed Ramyeh was carried out in accordance with open fire regulations.

8 March 2012 - Zakaria Jamal Muhammad Abu 'Arram

16, of Yatta, Hebron District. Killed in Yatta when a soldier who had been stabbed in the throat opened fire at a group of youths fleeing the scene; Zakaria Abu 'Arram was killed and the stabber was wounded.

Investigation status: On 7 May 2012 the MAG Corps informed B’Tselem that the incident had been classified as “actual combat activity”. Therefore, even in accordance with the new investigative policy as of April 2011, a Military Police investigation would not be immediately launched. On 14 November 2013 the MAG Corps informed B’Tselem that an investigation would not be launched and that the “case was closed after getting the position of the the military sources, which indicates that the two Palestinians attacked and stabbed an IDF soldier the throat, in the course of an operation for apprehending a wanted individual. The soldier who was stabbed fired at the assailants and as a result of the shooting one was killed and the other seriously injured. In view of the above, a decision was made to discontinue handling of the case.” 

27 March 2012 - Rashad Dhib Hassan Shawakhah

27, of the village of Rammun, Ramallah District. Wounded in Rammun on 27 March 2012 when shot by soldiers in civilian clothing and uniformed soldiers: Two soldiers in civilian clothes approached Shawakhah’s house in the middle of the night. He and his two brothers, believing the men to be burglars, went out to meet them, armed with a knife and a club. The soldiers did not identify themselves and first shot one of his brothers. When the brothers responded by trying to attack the soldiers, the soldiers shot Rashad and the other brother as well. Uniformed soldiers who arrived on the scene shot him again as he lay wounded on the ground. He died of his injuries six days later, on 2 April 2012.

Investigation status: An MPIU investigation was launched on 24 April 2012. On 5 January 2014, the MAG Corps informed B'Tselem that the case was still under investigation. On 13 January 2015, the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review. On 15 July 2015 the MAG Corps informed B’Tselem that the case was still under review.

17 November 2012 - Rushdi Mahmoud Hassan a-Tamimi

30, of a-Nabi Saleh, Ramallah district. Wounded on 17 November 2012 at the village of a-Nabi Saleh when soldiers opened fire during a demonstration in which youths threw stones at the soldiers. He died of his injuries two days later, on 19 November 2012.

On 23 April 2013 the MAG Corps informed B’Tselem that the investigation had been completed and that the material had been sent to a military prosecutor for review. On 3 October 2013 the MAG Corps informed B’Tselem that the case had been sent for further investigation. On 17 February 2014 the MAG Corps informed B’Tselem that the material had been sent to a military prosecutor for review. On 30 March 2014 the MAG Corps informed B’Tselem that the case had been sent to the MPIU to complete investigation of additional matters.On 10 July 2014, the MAG Corps informed B’Tselem that the case had been closed without an indictment.

19 November 2012 - Hamdi Muhammad Jawad Musa al-Fallah

22 years old, of Hebron. Killed near the Halhul-Hebron Bridge on Route 35 when shot by soldiers while aiming a laser pen at them during clashes between the soldiers and Palestinians.

Investigation status: On 5 December 2012 B’Tselem was informed that a Military Police investigation had been opened. On 6 February 2013, the MAG Corps informed B’Tselem that the case is being reviewed by a military prosecutor. On 5 January 2014 the MAG Corps informed B’Tselem that the case had been returned to the Military Police to complete investigation of additional matters. On 30 March 2014 the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review. On 14 May 2014 the MAG Corps informed B’Tselem that the case had been closed without indictments.

12 January 2013 – ‘Udai Muhammad Salameh Darawish

21 years old, of a-Ramadin, Hebron District. Killed near the Meitar checkpoint when shot by soldiers as he fled from them after he entered Israel, for work purposes, without a permit.

Investigation status: A Military Police investigation was opened on 12 January 2013. On 18 March 2013 the MAG Corps announced that a soldier had been convicted in a plea bargain of the negligent manslaughter of Darawish. On 17 June 2013 the MAG Corps reported that the soldier who shot Darwish was given a seven-month prison sentence, a suspended prison sentence and was demoted to sergeant. On 15 July 2015 the MAG Corps informed B’Tselem that the soldier’s commander had been acquitted of charges of negligent manslaughter.

15 January 2013 - Samir Ahmad Muhammad 'Awad

16, of Budrus, Ramallah District. Killed on 15 January 2013 in Budrus when shot by soldiers near the Separation Barrier. ‘Awad crossed the first barbed wire fence of the barrier and was shot in the back and in the head as he tried to flee the soldiers’ ambush and return to Budrus.

Investigation status: A Military Police investigation was opened on 15 January 2013. On 13 May 2013 the MAG Corps informed B’Tselem that the case had been sent for further investigation. On 5 January 2014 the MAG Corps informed B’Tselem that the further investigation has been completed and the material sent to a military prosecutor for review. On 23 February 2013 the Military Corps informed B’Tselem that the case had been re-sent for further investigation. On 27 March 2014 Ahmad ‘Awad, Samir ‘Awad’s father, petitioned Israel’s High Court of Justice together with B’Tselem, demanding that the court oblige the MAG to decide whether to indict the soldiers who killed his son or close the case file. On 14 May 2015 Israel’s State Attorney’s Office informed the High Court of Justice that, subject to a hearing, the soldiers involved would be charged with the offense of committing “a reckless and negligent act using a firearm”. On 30 December 2015, the Central District Attorney’s Office indicted the two soldiers who fired on charges of “reckless and negligent act using a firearm”. Their trial began on 22 September 2016 at the Ramla Magistrates Court.

18 January 2013 - Saleh Ahmad Suliman al-'Amarin

15 years old, of al-‘Aza Refugee Camp, Bethlehem District. Sustained head injuries on 18 January 2013 in ‘Ayda Refugee Camp, Bethlehem District, from shots fired by soldiers during clashes between Palestinian youths and soldiers in front of the military guard tower near Rachel’s Tomb. He died of his injuries on 23 January 2013.

Investigation status: A Military Police investigation was opened on 27 January 2013. On 5 January 2014 the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review. On 13 July 2014 the MAG Corps informed B’Tselem that the case had been returned to the Military Police for further investigation. On 13 January 2015, the MAG Corps informed B’Tselem the case was still under further investigation. On 15 July 2015 the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review.

23 January 2013 - Lubna Munir Sa'id al-Hanash

21, of Bethlehem. Hit by shots a soldier fired near Route 60 while she was walking on the grounds of Al-‘ Arrub College, after a Molotov cocktail was thrown at an Israeli car traveling along the road ahead of the vehicle in which the soldier who fired and the second-in-command of the Yehuda Brigade were passengers.

Investigation status: A Military Police investigation was opened on 23 January 2013. On 3 October 2013, the MAG Corps informed B'Tselem that the case had been sent for further investigation. On 12 March 2014, the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review. On 10 April 2014 Munir al-Hanash, Lubna al-Hanash’s father, petitioned Israel’s High Court of Justice together with B’Tselem, demanding that the court oblige the MAG to make a decision whether to indict the soldiers who killed his daughter or close the case. Only after the petition was filed, did the MAG Corps inform B’Tselem - on 10 June 2014 - that the case had been closed after the investigation revealed the shooting did not breach protocol and did not constitute any type of criminal offense.

22 February 2013 - Muhammad Samih Hussein 'Asfur

22, of ‘Abud, Ramallah District. On 22 February 2013, suffered head injuries from rubber-coated metal bullets fired by soldiers during a demonstration in ‘Abud in which youths threw stones at the soldiers. Died of his injuries in a hospital in Israel on 7 March 2013.

1 March 2013 – Mahmoud Wajih ‘Abd al-Hamid ‘Awad

25 years old, of ‘Atarot, Ramallah District. Injured in the back of the head by a rubber-coated metal bullet fired by a soldier in clashes near Qalandia Checkpoint. Died of his wounds on 28 November 2013.

Investigation status: On 14 November 2013, the MAG Corps informed B’Tselem that an investigation had been launched. On 15 July 2015 the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review.

12 March 2013 - Mahmoud 'Adel Fares a-Titi

22, of al-Fawwar Refugee Camp, Hebron District. Killed in al-Fawwar Refugee Camp by shots fired by soldiers: the soldiers entered the camp in a military vehicle, their vehicle got stuck, residents of the camp threw stones at the soldiers and the soldiers opened fire. 

Investigation status: On 17 March 2013 the MAG Corps informed B’Tselem that an investigation had been opened into the matter. On 24 July 2013, the MAG Corps informed B’Tselem that the case had been sent for further investigation. On 13 January 2015, the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review. On 15 July 2015 the MAG Corps informed B’Tselem that the case was still under review. On 6 September 2015, the MAG Corps informed B’Tselem the case had been closed without an indictment. 

3 April 2013 – ‘Amer Ibrahim Naji Nassar and Naji 'Abd a-Salam Naji al-Balbisi

Nassar, 18 years old, and al-Balbisi, 19, both of ‘Anabta, Tulkarm District, were killed near the ‘Anabta-‘Einav checkpoint when shot at by soldiers. The two arrived at the checkpoint with two other youths. Nassar threw a Molotov cocktail at the guard tower at the checkpoint. Soldiers who ambushed the four youths, fired a massive barrage at them and they fled. Nassar was shot in the chest and was killed about 120 meters from the checkpoint; al-Balbisi, who ran behind a building, was shot in the back.

Investigation status: A Military Police investigation was opened on 7 April 2013. On 14 November 2013, the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review. On 1 May 2014 the MAG Corps informed B’Tselem that the case had been closed, citing insufficient evidence for criminal proceedings against any military entity or personnel involved in the incident.

2 July 2013 – Mu’taz Idris 'Abd al-Fatah Sharawnah

18, of Dura, Hebron District. Killed in Dura by shots fired at his back by soldiers, as he took part in clashes with Israeli military troops.

Investigation status: On 3 July 2013 the MAG Corps informed B’Tselem that an investigation file had been opened. On 13 July 2014 the MAG Corps informed B’Tselem that the case was under further investigation. On 13 January 2015, the MAG Corps informed B’Tselem the case was still under further investigation. On 15 July 2015 the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review.

20 August 2013 – Majd Muhammad Ahmad Lahlouh and Karim Subhi Muhammad Saleh

Lahlouh, 20, and Abu Sbeih, 17, both of Jenin Refugee Camp, were shot by soldiers in Jenin R.C. during clashes and exchanges of gunfire that took place in the course of an arrest at the refugee camp. Both took part in stone-throwing at the Israeli security forces. Abu Sbeih died of his wounds about ten days later.

Investigation status: On 29 September 2013 the MAG Corps informed B’Tselem that the incident had been classified as “actual combat activity”. Therefore, even in accordance with the new investigative policy in effect as of April 2011, a Military Police investigation would not be immediately launched. On 5 January 2014 the MAG Corps informed B’Tselem that it would not launch an investigation of the incident. The MAG stated that according to a preliminary review of the incident, in the course of “exchanges of fire between IDF troops and armed Palestinians… one armed individual was killed and another was wounded and later died of his injuries”.

26 Aug 2013 - Rubin 'Abd a-Rahman Hussein Zayed, Jihad Mansur Harbi Aslan and Yunes Jamal Muhammad Jahjouh

Zayed, 34, Aslan, 20, and Jahjouh, 22, all residents of Qalandia Refugee Camp, al-Quds District, were killed by military fire during clashes that erupted in the course of an arrest in the refugee camp. Aslan and Jahjouh took part in stone-throwing at the Israeli security forces. Zayed, an UNRWA employee did not take part in the clashes.

Investigation status: on 28 August 2013 B'Tselem was informed that a Military Police investigation had been launched. On 5 January 2014 the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review. On 13 January 2015 the MAG Corps informed B’Tselem that the case was still under further investigation. On 15 July 2015 the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review.

17 October 2013 – Yunis Ahmad Mahmoud a-Radayda

27, of Beit Hanina al-Balal, al-Quds District. Shot by soldiers after forcing his way into a military base on a tractor.

Investigation status: On 29 October 2013, the MAG Corps informed B’Tselem that the man killed is not considered “a civilian” and is not uninvolved in fighting. Rather, it is known that the man is a terrorist conducting hostile terrorist activity. Therefore, even in accordance with the new investigative policy in effect as of April 2011, a Military Police investigation would not be immediately launched. On 30 March 2014 the MAG Corps informed B’Tselem that it would not launch an investigation of the incident. The MAG stated that according to a preliminary review of the incident, a-Radayda, who was driving the tractor, forced his way into an IDF base and tried to run over several soldiers. He was shot and killed as he tried to run over soldiers.”

22 October 2013 - Muhammad Rabah Shukri ‘Asi 

22, of Beit Liqiya, Ramallah District. Active member of Islamic Jihad military branch. Killed in the course of exchanges of fire with security forces when they came to apprehend him in a cave in which he was hiding. 

Investigation status: On 29 October 2013, the MAG Corps informed B’Tselem that the man killed is not considered “a civilian” and is not uninvolved in fighting. Rather, it is known that the man is a terrorist conducting hostile terrorist activity. Therefore, even in accordance with the new investigative policy in effect as of April 2011, a Military Police investigation would not be immediately launched. On 5 January 2014 the MAG Corp informed B’Tselem that it would not launch an investigation, noting that the preliminary examination of the incident indicated that in the course of an attempt to arrest the man, he opened heavy fire at IDF troops. They returned fire, which was apparently the cause of his death.

31 October 2013 – Ahmad ‘Imad Yusuf Tazazah

20, of Qabatiya, Jenin District. Killed by gunfire in clashes with the military in a market near Qabatiya.

Investigation status: On 11 November 2013 the IDF Spokesperson informed B’Tselem that a “limited investigation” had been launched. On 5 January 2014 the MAG Corp informed B’Tselem that the case had been reclassified from “limited investigation” to “regular investigation”. On 13 January 2015, the MAG Corps informed B’Tselem the case was still under MPIU investigation. On 15 July 2015 the MAG Corps informed B’Tselem that the case was under further investigation.

7 November 2013 – Bashir Sami Salem Habanin

28, of Marka, Jenin District. Shot to death by Border Police officers and soldiers after firing firecrackers at Tapuah Junction.

Investigation status: On 13 November 2013 the MAG Corps informed B’Tselem that the man killed is not considered “a civilian” and is not uninvolved in fighting, and that he was killed after performing hostile terrorist activity. Therefore, even in accordance with the new investigative policy as of April 2011, a Military Police investigation would not be immediately launched. On 5 January 2014 the MAG Corp informed B’Tselem that it would not launch an investigation, noting that the preliminary examination of the incident indicated that Bashir Sami Salem Habanin had fired firecrackers at Israeli civilians. “IDF and Border Police troops on site… followed “procedure for arresting a suspect”… which culminated in shots fired at his legs… After he was shot in the legs, he got up and continued firing firecrackers at the troops. In view of this and the menace he posed to the lives of the troops and civilians present at the junction, the forces fired additional shots which were the cause of his death.

26 November 2013 - Muhammad Fouad Jamil Neiroukh, Moussa Makhmareh and Mahmoud Khaled Mahmoud Najar

Nairuth, 30, of Hebron and Makhmareh, 21 of Yatta, Hebron District, were members of an armed Palestinian group. Military, ISA and police forces fired at their car in what the military classified as an arrest operation in the town of Yatta. Najar. 22, of Yatta, Hebron District, a member of the same armed organization was killed shortly after in what the military classified as an operation for his arrest in al-Karmil, Hebron District. 

Investigation status: On 23 December 2013 B’Tselem applied to the MAG Corps and the Israel Police demanding that an investigation be launched. On 30 March 2014 the MAG Corps informed B’Tselem a decision had not been made yet as to whether to launch a MPIU investigation. On 15 July 2015 the MAG Corps informed B’Tselem that an investigation would not be launched because “it has been found that the three fatalities were Salafist jihadists who were killed in view of a real and immediate danger they posed to the forces of the Special Police Unit attempting to apprehend them”.

7 December 2013 – Wajih Wajdi Wajih a-Ramahi

15, of Jalazon Refugee Camp, Ramallah District. Shot in the back by soldiers when he was in the vicinity of teenagers in the refugee camp who were throwing stones at the soldiers from approximately 200 meters away.

Investigation status: On 15 December 2013 the MAG Corps informed B’Tselem that an MPIU investigation had been launched. On 13 January 2015 the MAG Corps informed B’Tselem that the case was under further investigation. On 15 July 2015 the MAG Corps informed B’Tselem that the case was still under further investigation.

19 December 2013 - Saleh Samir 'Abd a-Rahman Yasin

27, of Qalqiliya, member of Palestinian security forces. Fired at soldiers and then shot to death by them. According to IDF Spokesperson, the soldiers were on site for an arrest raid.

Investigation status: On 30 December 2013 B’Tselem demanded that the MAG Corps instruct the MPIU to launch an investigation. On 30 March 2014 the MAG Corps informed B’Tselem that it would not launch an investigation of the incident. The MAG stated that according to a preliminary review of the incident, “in the course of an arrest raid in Qalqiliyah, shots were fired at the troops. The troops returned fire at the suspect who fired. The gun the suspect used was found on site.”

29 January 2014 - Muhammad Mahmoud 'Abd al-'Aziz Mubarak

20, of al-Jalazun R.C, Ramallah District. Shot by soldiers near 'Ein Siniya. According to the military, the soldiers fired after Mubarak opened fire at a nearby military tower.

Investigation status: On 2 March 2014 the MAG Corps informed B’Tselem that the man killed is not considered “a civilian” uninvolved in fighting. It is known that the man is a terrorist conducting hostile terrorist activity. Therefore, even in accordance with the new investigative policy in effect as of April 2011, a Military Police investigation would not be immediately launched. On 30 March 2014 the MAG Corps informed B’Tselem that it would not launch an investigation of the incident. Investigation status: On 11 March 2014 B’Tselem demanded that the MAG Corps instruct the MPIU to launch an investigation. On 30 March 2014 the MAG Corps wrote on its website that the MPIU has been instructed to launch an investigation. On 15 July 2015 the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review.

10 March 2014 – Saji Sayel Muhammad Jarab'ah 

20, of Beitin, Ramallah District. Sustained head wound from gunfire shot by soldiers in ambush when he was near Route 60, not far from Beitin. The military stated that he was throwing stones at the road.

22 March 2014 - Muhammad 'Omar Saleh Abu Zeinah and Yazan Mahmoud Bassem Jabarin

Abu Zeinah, 21, and Jabarin, 19, both of Jenin R.C, were shot by security forces during clashes at the refugee camp after the killing of Hamzah Abu al-Heija by Border Police officers. Jabarin was shot while throwing Molotov cocktails and Abu Zeinah was killed while carrying the body of Hamzah Abu al-Heija.

Investigation status: On 29 April 2014 B’Tselem wrote to the MAG Corps, demanding an MPIU investigation. On 15 July 2015 the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review.

15 May 2014 – Muhammad Mahmoud ‘Odeh Salameh

16, of al-Mazra'ah al-Qibliyah, Ramallah District. Shot in the back and killed in a protest near the village of Bitunya, not far from the Ofer miitary base, that included stone-throwing. He was not throwing stones when killed. A Border Police officer is currently on trial for the killing of another teenager, Nadim Siyam Ahmad Nawarah, at the same protest.

On 13 July 2014 the MAG Corps informed B’Tselem that the case was being jointly investigated by the Israel Police, Investigation Unit of the Judaea and Samaria District Police, and the MPIU. On 15 July 2015 the MAG Corps informed B’Tselem that the investigative case against an IDF solider involved in the incident is under review by a military prosecutor. On 21 March 2016 the MAG Corps informed B’Tselem that the investigation regarding the killing of 16-year-old Muhammad Salameh and the injury of other individuals in the incident was closed after no evidence was found to indicate that the shooter was a soldier. 2 June 2014 - 'Alaa Muhammad 'Awad 'Odeh

30, of Huwara, Nablus District. Shot to death by soldiers and Border Police officers at Za'tara Checkpoint after he fired a handgun at them, injuring a Border Police officer.

Investigation status: On 18 June 2014 B’Tselem wrote to the MAG Corps, demanding a criminal investigation of the circumstances. On 15 July 2015 the MAG Corps informed B’Tselem that the case was closed on 25 May 2015 “after finding that the troops’ gunfire was aimed at a terrorist who pulled a gun and fired at them, injuring a Border Police officer”.

16 June 2014 - Ahmad 'Arafat Hussni Samad'ah

20, of al-Jalazun Refugee Camp, Ramallah District. Shot by soldiers in clashes that began in al-Jalazun R.C. after troops entered the camp during Operation Brother's Keeper. The military says he took part in stone-throwing.

Investigation status: On 13 July 2014, the MAG Corps informed B’Tselem that a criminal investigation had been launched. On 15 July 2015 the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review.

20 June 2014 - Muhammad Jihad Muhammad Dudin

15, of Dura, Hebron District. Shot by soldiers in clashes that broke out in Dura after troops entered the town during Operation Brother's Keeper.

Investigation status: On 13 July 2014, the MAG Corps informed B’Tselem that a criminal investigation had been launched. On 15 July 2015 the MAG Corps informed B’Tselem that the case had been sent for further investigation.

20 June 2014 - Mustafa Hussni Taher Aslan

23, of Qalandia Refugee Camp, al-Quds District. Shot in the head by soldiers who entered Qalandia R.C during Operation Brother's Keeper, while he was on the roof of his house. Died of his wounds on 25 June 2014. The IDF Spokesperson said that during the incident an improvised grenade was lobbed at a soldier, who was lightly wounded.

Investigation status: On 13 July 2014, the MAG Corps informed B’Tselem that a criminal investigation had been launched. On 15 July 2015 the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review.

24 July 2014 - Muhammad Ziad ‘Abd al-Fatah A'araj

17, of Qalandia, al-Quds District. Shot in the head, arm and leg by security forces during clashes at a demonstration at Qalandia Checkpoint protesting the military’s actions in Operation Protective Edge. According to B’Tselem’s investigation, the deceased neither fired nor was he armed as the IDF Spokesperson alleged. B’Tselem’s investigation indicates there was Palestinian gunfire during the protest, but at a later stage, after A'araj had been killed.

Investigation status: On 3 August 2014, the MAG Corps informed B’Tselem that a limited investigation had been launched. On 15 July 2015 the MAG Corps informed B’Tselem that the case had been expanded to a full investigation and sent to a military prosecutor for review.

Shot as he fled the soldiers after he had an altercation with them for keeping his brothers from coming to the iftar meal that breaks the Ramadan fast. The military alleges that he was shot after trying to snatch a soldier’s gun.

16, of Nablus. Shot in the stomach by security forces in Beit Furik during demonstrations against military conduct during Operation Protective Edge. He died of his wounds on 25 August 2014.

Investigation status: On 10 September 2014, B’Tselem contacted the MAG Corps demanding it order a MPIU investigation. On 15 September 2014 the MAG Corps informed B’Tselem no decision had been made yet as to whether to launch an investigation into the incident.

10 September 2014 - 'Issa Khaled ‘Issa Qatri

22, of al-Am'ari Refugee Camp, Ramallah District. Shot in the chest by soldiers who came to al-Am'ari R.C. to make an arrest. He was standing with a group of youths watching the troops’ actions. The military alleges that he was shot when he tried to throw a pipe-bomb at the soldiers.

Investigation status: On 15 September 2014, the MAG Corps informed B’Tselem that a criminal investigation had been launched. On 15 July 2015 the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review.

16 October 2014 - Bahaa a-Din Samir Musa Bader

12, of Beit Liqya, Ramallah District. Shot by soldiers in clashes between locals and soldiers that erupted when the latter arrived at the village to subpoena a resident of the village. The IDF Spokesperson stated that the shots were fired after he threw a Molotov cocktail at the troops.

Investigation status: On 27 October 2014, the MAG Corps informed B’Tselem that a criminal investigation had been launched. On 15 July 2015 the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review.

24 October 2014 - 'Urwah ‘Abd al-Wahab al-Ghani Khaleq

14, of Silwad, Ramallah District. Shot by soldiers when he tried to throw a Molotov cocktail at a car on Route 60, in Silwad.

Investigation status: On 3 November 2014, the MAG Corps informed B’Tselem that a criminal investigation had been launched. On 15 July 2015 the MAG Corps informed B’Tselem that the case closed because “the gunfire was carried out in accordance with open-fire regulations”.

19, of al-'Arrub Refugee Camp, Hebron District. Shot in the chest through the window of his home by soldiers standing on the roof of another home in the camp. The military alleges that the soldiers felt they were in danger when he pointed an improvised gun at them. B’Tselem’s findings ruled out the allegation that he had held a weapon.

16 December 2014 - Mahmoud ‘Abdallah Muhammad Dar 'Udwan

21, of Qalandia Refugee Camp, al-Quds District. Shot in the head by soldiers from an undercover unit during clashes that erupted in the refugee camp after troops who had entered the camp to make an arrest were discovered. According to the military, Dar ‘Udwan threw an improvised bomb at the troops before he was shot. B’Tselem’s investigation casts doubt on this claim.

Investigation status: On 23 December 2014 B’Tselem demanded that the MAG Corps instruct the MPIU to launch an investigation. On 15 July 2015 the MAG Corps informed B’Tselem that an investigation would not be launched after the MAG Corps’ examination found that the actions of the IDF forces did not raise reasonable suspicion that a criminal offense had been committed.

16, of Beita, Nablus District. Shot in the back by a soldier near Route 505, in the Beita area, where he had apparently gone to throw stones.

18, of Yatta, Hebron District. Killed by a soldier's gunfire near the Gush Etzion junction. According to media reports, he was shot when fleeing police officers who were staking out car thieves at the supermarket parking lot.

Investigation status: On 11 February 2015 the MAG Corps informed B’Tselem that a criminal investigation had been launched. On 15 January 2015 the MAG Corps informed B’Tselem that the case was still under investigation. 

31 January 2015 - Ahmad Ibrahim Jaber Abu al-'Azzah

18, of Burin, Nablus District. Sustained gunshot wound to the head from gunfire soldiers fired from an ambush, while he was throwing a Molotov cocktail at cars on Route 60, near Burin.

Investigation status: On 10 February 2015 the MAG Corps informed B’Tselem that a criminal investigation had been launched. On 15 July 2015 the MAG Corps informed B’Tselem that the case was still under investigation.

19, of a-Duheisheh R.C., Bethlehem District. Shot by soldiers in the chest in a-Duheisheh R.C., while he was throwing stones from a third-story roof in the course of clashes that erupted when the troops entered the refugee camp to make an arrest.

Investigation status: On 2 March 2015 the MAG Corps informed B’Tselem that a criminal investigation had been launched. On 15 July 2015 the MAG Corps informed B’Tselem that the case had been sent to a military prosecutor for review.

18 March 2015 - 'Ali Mahmoud 'Abd a-Rahman Safi

20, of al-Jalazun R.C., Ramallah District. Gravely wounded on 18 March 2015 by shots fired by a soldier in the course of a demonstration and clashes in al-Jalazun R.C., near the settlement of Beit El. Died of his injuries on 25 March 2015.

Investigation status: On 1 April 2015 the MAG Corps informed B’Tselem that a criminal investigation had been launched. On 15 July 2015 the MAG Corps informed B’Tselem that the case was still under investigation.

8 April 2015 - Muhammad Jasser Ibrahim Karakrah

28, of Sinjil, Ramallah District. According to the IDF Spokesperson, he was shot to death near Sinjil after he stabbed two soldiers, one of whom then shot him.

Investigation status: On 16 April 2014 B’Tselem applied to the MAG Corps demanding that a criminal investigation be launched. On 15 July 2015 the MAG Corps informed B’Tselem that is unaware of a letter from B’Tselem in the matter. On 20 July 2015 B’Tselem applied once more to the MAG Corps with regard to investigating the Karakrah case.

10 April 2015 - Ziad 'Omar Musleh 'Awad

28, of Beit Ummar, Hebron District. Shot to death by soldiers who had stationed an ambush in the village of Beit Ummar while a funeral was underway there. Clashes with Israeli security forces, including throwing stones and Molotov cocktails, occurred during the course of the funeral.

Investigation status: On 15 July 2015 the MAG Corps informed B’Tselem that on 12 April 2015 it had ordered an investigation.

27 April 2015 - Muhammad Murad Saleh Yihya

19, of al-‘Araqah, Jenin District. Shot and fatally injured by soldiers near an agricultural gate set in the Separation Barrier near al-‘Araqah, a spot he had come to with other young men. Clashes ensued there, between a military patrol and the young men who threw stones at the patrol. Died of his injuries on 28 April 2015.

Investigation status: On 5 May 2015 the MAG Corps informed B’Tselem that a criminal investigation had been launched. On 15 July 2015 the MAG Corps informed B’Tselem that the case was still under investigation.

26 June 2015 - Hammad Jum'ah 'Ata Rumanin

22, of al-A'uja, Jericho District. Shot and killed by soldiers at al-Hamra Checkpoint (Be’qaot) after he fired at the soldiers.

Investigation status: On 5 July 2015 B’Tselem contacted the MAG Corps demanding it order a MPIU investigation. On 8 July 2015 the MAG Corps informed B’Tselem no decision had been made yet as to whether to launch an investigation into the incident.

17, of Qalandia R.C, al-Quds District. Shot three times by the Binyamin Brigade commander as he was fleeing, after he threw a large rock at the windshield of the military vehicle in which the brigade commander was riding in a-Ram.

53, of Beit Ummar, Hebron District. Killed after soldiers entered his home to make an arrest, and shot and wounded his son. Abu Mariyah threw pottery at the soldiers from a balcony on the second floor of his home and the soldiers shot him three times in the chest.

Investigation status: On 9 August 2015 B’Tselem contacted the MAG Corps demanding it order a MPIU investigation. On 13 August 2015 the MAG Corps informed B’Tselem that a MPIU investigation had been launched.

31 July 2015 Laith Fadel 'Issa al-Khaldi

15, of al-Jalazun R.C, Ramallah District. Fatally wounded when a soldier shot him in the back after he and other youths threw Molotov cocktails and paint bottles at a military checkpoint near Bir Zeit. Died in hospital the next day.

Investigation status: On 9 August 2015 B’Tselem contacted the MAG Corps demanding it order a MPIU investigation. On 13 August 2015 the MAG Corps informed B’Tselem that a MPIU investigation had been launched.

9 August 2015 - Anas Ibrahim Muhammad Taha

20, of Qatanna, al-Quds District. Shot and killed by soldiers near Kharbatha al-Misbah. The soldiers arrived on the scene after he stabbed and wounded an Israeli civilian at a gas station on Route 443.

Investigation status: On 24 August 2015 B’Tselem contacted the MAG Corps demanding it order an MPIU investigation. On 17

18 September 2015 - Ahmad 'Izat 'Issa Khatatbeh

24, of Beit Furik, Nablus District, congenitally deaf. Fatally wounded in the back of his body by soldiers’ gunfire near Beit Furik Checkpoint. He died on 24 September 2015.

Investigation status: On 12 October 2015 B’Tselem contacted the MAG Corps demanding it order a MPIU investigation. On 17 May 2016, the MAG Corps informed B’Tselem it had not received its communication.

22 September 2015 - Hadil Salah a-Din Sadeq al-Hashlamun

18, of Hebron. Fatally wounded by soldiers’ gunfire at the Police (Shoter) Checkpoint, while carrying a concealed knife on her person. Soldiers called for her to stop as she was on her way out of the checkpoint, fired at her legs, then immediately fired at her upper body. She died of her wounds later the same day.

Investigation status: On 23 November 2015 B’Tselem contacted the MAG Corps demanding it order a MPIU investigation. On 26 November 2015 the MPIU investigation monitoring unit informed B’Tselem that a MPIU investigation had been launched.

13 October 2015 - Mu'taz Ibrahim Hamdan Zawahreh

28, of a-Duheisheh R.C, Bethlehem District. Shot dead by soldiers when poised to lob a Molotov cocktail at them during clashes near Rachel’s Tomb.

Investigation status: On 23 November 2015 B’Tselem contacted the MAG Corps demanding it order a MPIU investigation. On 26 November 2015 the MAG Corps informed B’Tselem that a MPIU investigation had been launched.

22, of al-'Eizariyah, al-Quds District. Killed by eight live rounds a soldier fired at his upper body after he stabbed another soldier. Media reports state that the soldier was critically injured.

12 November 2015 - Mahmoud Muhammad 'Issa Wadi

17, of Sa'ir, Hebron District. Critically wounded in his shoulder and back at a demonstration protesting the killing of ‘Abdallah Shalaldeh at Al-Ahli Hospital in Hebron the day before by undercover members of an Israeli counter-terrorism unit. Died of his wounds on 13 November 2015.

13 November 2015 - Hassan Jihad Hassan Sa'dah

21, of Halhul, Hebron District. Critically injured in his back by soldiers’ gunfire during clashes with security forces in Halhul. At the time, he was holding a Molotov cocktail that had not yet been lit. Died of his wounds later that day, in hospital.

13 November 2015 - Lafy Yusef Mustafa 'Awad

20, of Budrus, Ramallah District. Critically injured when soldiers fired at his back in Budrus, after he broke free of their grasp and began to flee. He was taken to hospital in a civilian vehicle, which had to take a longer route because of a military checkpoint. He was pronounced dead upon arrival at the hospital.

16 November 2015 - Layth Ashraf 'Ali As'ad and Ahmad Subhi Hussein Abu al-'Eish

As’ad, 20 and Abu al-‘Eish, 30, both of Qalandia R.C., al-Quds District. Shot by soldiers during clashes with troops who entered the refugee camp to carry out a punitive home demolition. Soldiers prevented medics from treating As’ad for some 40 minutes. Abu al-‘Eish was killed by soldier’s gunfire to the head, back and abdomen. According to a statement by the IDF Spokesperson, the shooting was part of a gun battle with armed Palestinians.

17 November 2015 - Muhammad Munir Hassan Saleh

24, of Arura, Ramallah District. Shot dead by soldiers in Turmusaya. According to media reports, the soldiers fired after he shot at them. Two passengers who were in the car with him were arrested.

23 November 2015 - 'Alaa Khalil Sabbah Hashash and Samah 'Abd al-Mumin Ahmad 'Abdallah

Hashash,16 of Askar R.C. was killed by multiple bullets to the chest and thighs fired at him by soldiers. According to media reports, he was shot while trying to stab Israelis at a hitchhiking station. ‘Abdallah, 18, of 'Ammuriyah, Nablus District was critically wounded by the gunfire as she passed through in a car. She died of her wounds on 16 December 2015.

23 November 2015 - Ahmad Jamal Muhammad Taha

19, of Qatanna, al-Quds District. Shot dead by soldiers at the gas station on Route 443, near Beit Ur a-Tahta, after stabbing and critically injuring a soldier, who later died of his wounds.

25 November 2015 - Muhammad Isma'il Muhammad a-Shobaki

20, of al-Fawwar R.C., Hebron District. Critically injured by soldiers’ gunfire after stabbing a soldier. According to media reports, the soldier was gravely injured. The soldiers prevented medics from caring for the Palestinian attacker for about half an hour. He died of his wounds after being taken to hospital.

19, Qatanna, al-Quds District. Shot dead by soldiers in clashes that erupted during an arrest raid in the village. According to a statement by the IDF Spokesperson, he was shot while trying to throw a Molotov cocktail.

27 November 2015 - 'Omar 'Arafat 'Issa a-Za'aqiq

20, of Beit Ummar, Hebron District. Shot dead by soldiers after running them over. According to media reports, six soldiers were injured in his attack, two of them sustaining moderate injuries.

35, of Abu Dis, al-Quds District Shot dead by soldiers in Hizma after he opened fire and injured a soldier and an Israeli civilian. Media reports stated that the civilian sustained grave injuries and the soldier sustained light injuries.

Mustafa Fanun, 15, of Tel Rumeidah, Hebron District and Tahr Fanun, 19, resident of Hebron. Shot dead by soldiers in Tel Rumeidah after they stabbed a soldier. According to a statement by the IDF Spokesperson, the soldier sustained light injuries.

56, of Deir Samit, Hebron District. Shot dead in his car by Border Police and soldiers who suspected he was trying to run them over.

16 December 2015 - Ahmad Hassan 'Ali Jahajhah and Hikmat Faruk Hikmat Hamdan

Jahajhah, 23 of Qalandia R.C., al-Quds District, and Hamdan, 33 of al -Birah, Ramallah District. Jahajhah was shot dead by soldiers at the entrance to the refugee camp. According to the military’s account of events, the soldiers fired after they suspected he was trying to run them over. Accounts given to B’Tselem by residents indicate that Jahahja was trying to flee the camp, as did others, when he heard of the soldiers’ arrival. Hamdan was shot dead in his car by Border Police. According to media reports, they fired after they suspected he was trying to run them over. B’Tselem’s inquiry indicates that the Border Police officers fired a massive barrage at the car.

15, of Beit Furik, Nablus District. Shot dead by soldiers in Huwarah. According to a statement by the IDF Spokesperson, he was shot in the course of an attempted stabbing attack.

18 December 2015 - Nasha't Jamal 'Abd a-Razeq 'Asfur

34, of Sinjil, Ramallah District. Critically wounded by soldiers’ gunfire as he was walking home. The soldiers, who fired after Palestinians threw stones at them, were more than 100 meters away from ‘Asfur. He died later that day in hospital.

18 December 2015 - Muhammad 'Abd a-Rahman Ahmad 'Ayad

21, of Silwad, Ramallah District. Shot dead in his car by soldiers and Border Police officers. According to a statement by the police, he was shot as he accelerated his car, driving straight toward a group of security forces personnel.

25, of Qalandia R.C., al-Quds District. Hit in the face by soldiers’ gunfire in the course of clashes in the refugee camp after security forces had entered it on an arrest raid. A group of young men were pursuing the security forces and throwing stones at them.

25, of Yatta, Hebron District. Shot dead near the closed military gate at al-Fahs (Sheep) Junction. According to a statement by the IDF Spokesperson, he was shot after trying to assault a soldier with a screwdriver.

56, of Nablus. Shot dead by soldiers at Huwarah Checkpoint. According to a statement by the IDF Spokesperson, he was shot after hitting a soldier at the checkpoint with his car. According to media reports, the soldier sustained a broken leg.

27 December 2015 - Muhammad Rafiq Hussein Saba'aneh and Nur a-Din Muhammad 'Abd al-Qader Saba'aneh

Muhammad Saba'aneh, 23 and Nur a-Din Saba'aneh, 17 of Qabatiyah, Jenin District. Shot dead by soldiers at Huwarah Checkpoint together after one of them pulled a knife and stabbed a soldier in the course of a search.

31 December 2015 - Hassan 'Ali Hassan al-Bzur

21, of Raba, Jenin District. Shot dead by soldiers when driving a car. According to the statement by the IDF Spokesperson, he was shot after he ran over soldiers. Media reports stated that one soldier sustained light injuries when the vehicle hit him.

13, of Halhul, Hebron District. Shot dead by soldiers near Route 60.

Investigation status: On 21 February 2016, B’Tselem received a phone call from the MPIU informing that a MPIU investigation had been launched.

10 February 2016 - 'Omar Yusef Isma'il Madi

15, resident of al-'Arrub R.C., Hebron District. Shot dead by a soldier in a military tower at the junction at the entrance to the refugee camp while stones were being thrown at the tower.

Investigation status: On 21 April 2016, B’Tselem received a phone call from the MPIU informing that a MPIU investigation had been launched.

24 March 2016 - 'Abd al-Fatah Yusri 'Abd al-Fatah a-Sharif and Ramzi 'Aziz Mustafa Qasrawi

Both 20, of Hebron. Injured by soldiers’ gunfire near the Tel Rumeida (Gilbert) Checkpoint after stabbing a soldier. While a-Sharif was lying injured on the ground, a soldier fired at his head from close range. B’Tselem research indicates Qasrawi was also executed by a shot to the head when he was lying wounded on the ground, having been already been hit by gunfire. . According to media reports, the soldier who was stabbed sustained light injuries.

Investigation status: On 18 April 2016 the soldier who shot ‘Abd al-Fatah a-Sharif in the head was indicted on charges of manslaughter and misconduct. His trial opened on 9 May 2016 at the military court in Jaffa. On 4 January 2017 the shooter was convicted of manslaughter and misconduct. On 21 February 2017 he was sentenced to 18 months in prison, an 18-month suspended sentence, and being demoted to the rank of private.

B’Tselem does not know of any MPIU investigation in the case of the killing of Ramzi Qasrawi.
